(9) The habit of consuming Opium is, as far as I know, condemned by the educated classes and business people of the Chinese race. They regard the alcohol habit in a better light than the Opium habit.

The people, I should imagine, would be very discontented and indignant at the loss and the obligation to make up the deficit.
